Hospital Billing Australia

Public vs Private Patient Hospital Billing in Australia

Hospital billing depends first on whether the person is treated as a public patient or a private patient. That status changes who can bill, how Medicare applies and whether private health insurance contributes.

Public Patients in Public Hospitals

For Medicare-eligible Australians, treatment as a public patient in a public hospital is provided without charges for the core hospital and medical treatment. The Australian Government explains that public patients do not pay out-of-pocket costs for their public hospital treatment. Department of Health: out-of-pocket costs.

Private Patients

A private patient may be treated in a private hospital or as a private patient in a public hospital. For eligible in-hospital medical services, Medicare generally pays 75% of the MBS fee and private health insurance covers at least 25% of the MBS fee. Fees above that amount may create a gap unless an insurer gap arrangement applies. Department of Health: hospital cover.

Where ECLIPSE fits

ECLIPSE supports in-patient medical claims and Simplified Billing. It can connect providers, billing agents, Medicare and private health insurers in the inpatient claiming process. Services Australia: ECLIPSE.

Why correct patient status matters

Public-patient and private-patient services cannot simply be treated as interchangeable billing pathways. Correct patient election, provider arrangements, service details and claiming rules need to be established before a claim is lodged.
